我国高校教师队伍建设政策研究——基于2012-2022年发布的36份政策文本的分析

Research on the Construction Policy of Teachers in Chinese Universities:Based on an Analysis of 36 Policy Texts Published between 2012 and 2022

对2012-2022年中央层面发布的高校教师队伍建设相关政策文本从发文时间、发文主体以及政策种类等方面进行政策文献量化分析,运用ROST.CM6软件对政策文本内容进行高频词提取并排位以及生成语义网络图谱。经过研究发现,政策文本关注热点集中于加强高校师德师风建设、推动高校教师队伍管理改革、完善优化教师激励机制以及提升教师教学科研各方面能力素质等方面。另外,从主体看,青年教师、思想政治课教师、辅导员以及新入职教师是政策关注的焦点,根据对政策文本的内容分析得到研究结论。最后,基于对36份政策文本的分析从各级教育主管部门、相关政策协同部门、各级各类高校以及高校教师四个主体角度给出相关启示。

This paper quantified the policy literatures related to the construction of university teachers published at the central level from 2012 to 2022 from the aspects of publication time,subject of publication and policy types.ROST.CM6 software was used to extract and rank high-frequency words in the policy text content and generate semantic network map.Through research,it is found that the focus of the policy text is to strengthen the construction of teachers’ethics in colleges and universities,promote the reform of the management of teachers in colleges and universities,improve the incentive mechanism for teachers,and improve the ability and quality of teachers’teaching and research.In addition,from the perspective of the subject,young teachers,ideological teachers,counselors and new teachers are the focus of the policy.According to the analysis of the content of the policy text,the research conclusion is drawn.Finally,based on the analysis of 36 policy texts,relevant enlightenment is given from the perspectives of four main bodies:education authorities at all levels,relevant policy coordination departments,various levels of colleges and universities,and college teachers.
