数字经济时代我国产业链安全保障体系构建与对策研究

Research on Construction and Countermeasures to Ensure the Security of Industrial Chains in China in Digital Era

保障产业链安全是构建我国新发展格局的核心任务,我国产业链安全面临地缘政治风险、环境风险、公共卫生事件冲击与网络安全风险等四大元风险。数字经济时代构建我国产业链安全保障体系的理论机制包括数字化基础设施提供底层支撑、数据要素提升抗风险能力、数字技术推进智能化和绿色化转型、数字化转型提升产业链复原力、数字化治理降低交易成本等五个方面。基于此,文章从稳链、补链和强链等维度提出了数字经济时代应当进一步加快发展国内一体化大市场,完善数据链和智能化供应链,持续升级数字化基础设施,实施数字人才战略和保障数据安全流动等相关对策建议。

Ensuring the security of industrial chains has become the core task of building a new development pattern in China,where the domestic industrial chains is facing four major risks:geopolitics risk,environmental risk,impact of public health event and cyber security risk.The theoretical mechanisms of digital economy to ensure the security of industrial chains includes five aspects:digital infrastructure to provide underlying support;data factors to improve risk-resistance capacity;digital technology to promote intellectualized and green transformation;digital transformation to enhance industrial chain resilience;and digital governance to reduce transaction costs.Finally,from the dimensions of stabilizing,supplementing and strengthening the industrial chains,this article puts forward related countermeasures and suggestions,including accelerating the development of integrated domestic market by developing digital economy,improving digital data links and intelligent supply chains,continuously upgrading digital infrastructure,implementing digital talent strategy and ensuring the safe flow of digital data.
