煤炭企业劳动定额管理研究与实践

Research and practice of labor quota management in coal enterprises

摘要 劳动定额管理是煤炭企业经营管理的一项重要基础工作。以国能神东煤炭集团公司为例,阐述劳动定额管理对煤炭企业的重要性,通过分析神东公司劳动定额管理中的实际问题,提出劳动定额管理的“三不原则、八大举措”,以基础标准化、方法标准化、管理标准化有机融合为核心,稳步提升劳动定额覆盖面和定额水平,探索劳动定额多层次多方面的深度应用,实现了企业增效、岗位增值、员工增收的多赢目标,为劳动定额在大型煤炭集团建立现代企业制度,建立健全市场化经营机制提供有益的借鉴与参考。 Labor quota management is an important basic work for the operation and management of coal enterprises.Taking Shendong Coal Group Co.,Ltd.,CHN Energy as an example,this paper expounds on the importance of labor quota management for coal enterprises.Through analyzing the actual problems in the labor quota management of Shendong Company,it puts forward the "three nonprinciples" and "eight measures" of labor quota management,with the organic integration of basic standardization,method standardization and management standardization as the core,steadily improve the coverage and quota level of labor quota,explores the deep application of labor quota in multiple levels and aspects,achieves the multi-win goal of enterprise efficiency increase,post value increase and employee income increase,and provide a useful reference for establishing a modern enterprise system of labor quota in large coal groups and establishing and improving the market-oriented operation mechanism.
