Identification and Prevention of Legal Risks in the Construction of the“Belt and Road”Economic Management Database

“一带一路”经济管理数据库由多主体参与建设,汇集多领域、多来源、多类型的经济管理资源,面向不同用户群体开展针对性的信息服务。在数据库建设中面临着多种形式的法律风险,有必要对其进行识别与防范。因此论文从数据库建设团队视角出发,识别出数据库建设中存在的开发利用网络资源、招投标、提供资源导航服务等10种法律风险,并针对识别出的风险因素,提出妥善解决著作权授权问题、依法开展招投标活动、正确设置网络链接形式等10条法律风险防范措施,以保障数据库建设顺利开展。

The“Belt and Road”economic management database is constructed by multiple entities,bringing together economic management resources of multiple types,fields,and sources,and providing targeted information services for different user groups.Faced with various forms of legal risks in database construction,it is necessary to identify and prevent them.From the perspective of database construction team,10 legal risks were identified,such as development and utilization of network resources,bidding,and provision of resource navigation services existed in database construction.In view of the identified risk factors,the legal risk was prevented,and 10 measures were proposed to properly solve the copyright authorization problem,carry out bidding activities in accordance with the law,and set up the correct form of network link to ensure the smooth development of the database.
