社区“嵌入式”养老服务邻避冲突的衍生机理及治理策略

The Derivative Mechanism and Governance Strategy of NIMBY Conflict in“Community-Embedded”Elderly Care Service

我国社会即将进入深度老龄化阶段,老年事业的快速发展带来了对社区“嵌入式”养老服务的不断增长的需求。社区“嵌入式”养老服务是适应我国老年人养老需求的新的服务供给模式,但在推进过程中却频频引发邻避冲突。究其原因,老龄歧视、自利意识以及程序公正性的缺失等文化、经济、制度因素都在其中扮演了重要角色。为此,我们应当通过实施积极老龄化的制度,以及客观公正宣传老年人形象的舆论来缓解老龄歧视,通过建立社会参与机制、长效补偿机制来提升公众对社区“嵌入式”养老服务的接受程度。

China is about to enter the stage of deep aging.The rapid development of the aging undertakings has brought about the growing demand for“community-embedded”elderly care services.“Community-embedded”elderly care service is a new service supply mode to meet the needs of the elderly in China,but it frequently causes NIMBY conflicts in the process of promotion.The reason is that cultural,economic and institutional factors such as aging discrimination,self-interest consciousness and lack of procedural justice play an important role.Therefore,we should alleviate the discrimination against the elderly by implementing the system of active aging and publicizing the image of the elderly objectively and fairly and improve the public’s acceptance of“community-embedded”elderly care services by establishing social participation mechanisms and long-term compensation mechanisms.
