基于AHP的搜救医一体化地震现场救援效能动态评估方法研究 被引量:1

摘要 地震后的搜索、救援、医疗是挽救生命不可或缺的手段,对一次地震救援行动的效能进行有效评估,可针对性地调整地震救援资源的分配,挽救更多的生命。本研究在International Search And Rescue Advisory Group(INSARAG)指南的基础上结合我国救援行动特点,构建了搜救医一体化地震现场救援效能评估指标体系;采用层次分析法(analytic hierarchy process,AHP)确定各指标权重,通过加权分析使救援效能评估结果定量表示;梳理评估结果,选择权重占比高且现场易改善的指标优化后再次计算救援效能,多次调整优化实现动态评估,进一步提升救援效能,增强我国地震现场救援能力。 Search,rescue,and medical care after an earthquake are indispensable means to save lives. An effective assessment of the effectiveness of an earthquake rescue operation can target and adjust the allocation of earthquake rescue resources to save more lives. Based on the International Search and Rescue Advisory Group(INSARAG)guidelines and the characteristics of rescue operations in China,this study constructs an evaluation index system for the effectiveness of integrated search and rescue medical earthquake rescue. The analytic hierarchy process(AHP)was used to determine the weights of each indicator,and the results of rescue effectiveness assessment were expressed quantitatively through weighted analysis. Combing the evaluation results,select the indicators with high weighting and easy to improve on site to optimize and then calculate the rescue effectiveness again,adjust and optimize several times to achieve dynamic assessment,further improve rescue effectiveness and enhance China’s earthquake rescue capability on site.
