摘要
民营文艺院团是我国社会主义文化强国建设的重要力量。长期以来,民营文艺院团受内生动力制约,致使其发展受限。有观点主张,公共财政资金支持应主要以国有文艺院团为主,不应支持民营文艺院团。针对此观点,文章从理论与实践维度,通过公共产品理论,结合院团的财政补贴效益模型,证实公共财政支持民营文艺院团的合理性与必要性。在此基础上,提出侧重支持民营文艺院团公益演出、文化传承项目、公共社会教育项目等实施策略。同时,建议构建民营文艺院团公共财政监管机制完善管理;运用柯克帕特里克培训效果评估模型构建“民营文艺院团公共财政支持评价系统”助推公共财政资金监管。
Private art troupes are important for building socialist cultural power in China.For a long time,private art troupes have been restricted by endogenous motivation,so their development is limited.It is argued that public financial support should be dominated by state-owned art troupes,but not private ones.In response to this view,the rationality and necessity of public financial support for private art troupes are confirmed by public product theory from a theoretical and practical perspective,combined with the financial subsidy benefit model of art troupes.Implementation strategies such as public welfare performances,cultural inheritance projects,and public social education projects are proposed to support private art troupes.Meanwhile,it is suggested to build a public financial supervision mechanism for private art troupes to improve management;to use the Kirkpatrick training effect evaluation model to build a public financial support evaluation system for private art.
