共同富裕作为国家建设目标的历史逻辑与运作机制——以农地产权创新为例

The Historical Logic and Operational Mechanism of Common Prosperity as the Goal of National Construction:Taking the Innovation of Rural Land Property Rights as an Example

新中国成立以来,党中央根据国家建设的总目标及其战略安排,不断创新我国农村土地产权制度,对共同富裕建设事业取得阶段性成就产生了深远影响。研究表明,这条中国特色的共同富裕建设道路,其中隐含的历史逻辑是:创建农村集体产权支持工业化,为共同富裕奠定基础;建立完整工业体系后,开展两权分离改革,确立农村基本经营制度,发展农村经济;在工业化发展到相当程度后,深化农村集体产权改革,推动城乡协调发展,振兴乡村。其所依赖的运作机制主要有:开展社会主义教育,整合价值观;对比今昔利益体验,激发支持动力;发挥合作社优势,推动共同发展;党的引领担当,保障决策科学及实施。这一思考,能够对推进共同富裕建设在新时期取得实质性进展,尤其是处理其中的“坚持和巩固什么、完善和发展什么”重大政治问题提供理论启发。

Centering on the general goal of national construction and in combination with specific strategic arrangements in different periods,the Central Committee of the Communist Party of China has continuously innovated the rural land property rights system,which has a far-reaching impact on the phased achievements of the construction of common prosperity.The research shows that the implied historical logic of this road of building common prosperity with Chinese characteristics is to create rural collective property rights,support industrialization and lay the foundation for common prosperity.After the establishment of a complete industrial system,we should carry out the reform of separation of two rights to establish the basic rural management system and develop the rural economy.After industrialization has developed to a considerable extent,we will deepen the reform of rural collective property rights,promote the coordinated development of urban and rural areas,revitalize the countryside,and move towards common prosperity.Among them,the operation mechanism mainly includes:the integration of mass values through the development of socialist education;compared with the benefit experience of the past and the present,it stimulates the motivation to support reform;it gives play to the carrier advantages of cooperatives and promote common development;the Party leadership ensures the effective implementation of decisions.This thought has important enlightenment value for the major political issues of“what to adhere to and consolidate,what to improve and develop”to make substantive progress in promoting the construction of common prosperity in the new era.
