基于“元治理”理论的地方政府治理研究

Research on Local Government Governance Based on the"Meta-governance"Theory

进入现代社会,为适应社会变迁,更好地满足人民美好需要,使得政府建设和治理体系的完善愈加任重而道远。在此阶段,为了构建起具有中国特色的现代化地方政府治理体系,更好地克服地方政府在治理过程中的缺陷,本文将从元治理的视角出发,结合政府在构建中的现实依托点,探讨各多元主体在新时代社会治理体系中的角色及作用,分析多元主体和地方政府之间的联系,运用元治理理论来分析政府治理实践的历史必然性和现实可能性,并基于元治理理论的基本视角,对政府提出相应的建设治理路径。

In modern society,in order to adapt to social changes and better meet the needs of the people,the construction of the government and the improvement of the governance system are more and more arduous and long way to go.At this stage,in order to build a modern local government governance system with Chinese characteristics and better overcome the defects of local government in the governance process,this paper discusses the roles and functions of various multiple subjects in the social governance system in the new era from the perspective of meta-governance,combined with the realistic support points of the government in the construction.Then,it analyzes the connections between multiple subjects and local governments.The theory of meta-governance is used to analyze the historical necessity and realistic possibility of government governance practice.Based on the basic perspective of meta-governance theory,corresponding construction governance paths for the government are put forward.
