贵州省易地扶贫搬迁政策执行偏差研究——基于z社区的实地调查

Research on the Deviation of Poverty Alleviation Relocation Policy in Inhospitable Areas of Guizhou Province——Based on the Field Survey of Z Community

易地扶贫搬迁是实现脱贫攻坚的重要保障。通过对贵州省L市S县易地扶贫搬迁社区的实地调研发现,易扶政策在实施过程中,由于施策主体对政策宣传的不充分以及搬迁对象受利益驱使,致使政策的执行与预期目标产生偏差。政策偏差的出现引发使政策难以实现公平,最终造成搬迁农户的经济负担、生存环境的不适应等问题,因此本文就此提出相应政策建议,以进一步提高政策执行的准确性,重视搬迁群体的社会参与以及社会融入,提升资本的自我生成能力,走好搬迁的“最后一公里”。

Relocation is an important guarantee for poverty alleviation.Through the field survey of relocation communities in S County,L City,Guizhou Province,it is found that during the implementation of the relocation policy,the implementation of the policy deviated from the expected goal due to the insufficient publicity of the policy implementation subject and the interest driven relocation object.The emergence of policy deviation makes it difficult for the policy to achieve fairness,and ultimately causes the economic burden of the relocated farmers,the inadaptability of the living environment and other problems.Therefore,this paper puts forward corresponding policy recommendations to further improve the accuracy of policy implementation,attach importance to the social participation and social integration of the relocated groups,improve the self generating capacity of capital,and take the‘last mile’of relocation.
