摘要
生态环境损害赔偿金的管理问题事关生态环境修复的效果。现行各地实践中损害赔偿金管理过程中存在管理模式不统一、赔偿金使用效率低以及监督机制缺乏等问题,不利于有效发挥损害赔偿金在环境保护中的作用,应当深入分析实践中各种管理模式的优缺点,结合实践现状,提出明确统一的管理模式、完善相关配套机制、建立监督机制的完善建议,使生态环境损害赔偿金管理模式具有可操作性,提升其在环境生态保护中的使用效率。
The management of compensation for ecological environment damage is related to the effect of ecological environment restoration.In the current practice of various regions,there are some problems in the management of damages,such as inconsistent management mode,low use efficiency of damages and lack of supervision mechanism,which is not conducive to effectively playing the role of damages in environmental protection.Therefore,we should deeply analyze the advantages and disadvantages of various management modes in practice,and put forward suggestions to clarify the unified management mode,improve the relevant supporting mechanisms,and establish a supervision mechanism based on the current practice,Make the management mode of compensation for ecological environmental damage operable and improve its use efficiency in environmental and ecological protection.
