间断均衡视角下森林防火政策的演进逻辑——基于天津市蓟州区森林防火政策的变迁考察

The Evolutionary Logic of Forest Fire Prevention Policy from the Perspective of Intermittent Equilibrium——An Examination of the Evolution of Forest Fire Prevention Policy in Jizhou District,Tianjin

本文提出天津市蓟州区的森林防火政策在一种以渐进性和非渐进性的变化过程中应对如今的森林防火形势,在森林火灾高发期和大部制改革两种矛盾冲击下,防火工作的实际进展情况。本文运用间断均衡理论对蓟州区森林防火政策的变迁进行分析,对两个均衡期,一个间断期的政策图景变化以及政府的正负反馈作用进行阐释。

This paper presents the actual progress of forest fire prevention policy in Jizhou District of Tianjin City in a kind of process that responds to today's forest fire prevention situation with both incremental and non-incremental changes,under the impact of two contradictions,the high period of forest fires and the reform of the large ministry system.This paper uses punctuated-equilibrium theory to analyze the changes in forest fire prevention policy in Jizhou District,and to explain the changes in the policy picture in two equilibrium periods,one intermittent period,and the positive and negative feedback roles of the government.
