“互联网+”背景下智慧政府建设路径研究——以上海市“一网通办”为例

Research on the Construction Path of Intelligent Government in the Context of"Internet+"——Take Shanghai's“Government Online System”as an Example

伴随着社会经济广泛而深刻的变化,特别是“互联网+”时代的到来,新型的智慧型政府应运而生。纵观美国智慧政府建设的路径,出发点和落脚点无不是“顾客导向”,深刻体现了以人民为中心的理念。现阶段,我国的重大国家战略部署正在关注到建设数字中国、网络强国、智慧社会。智慧政府是纵深推进我国信息化发展的战略支撑,已经成为数据治理阶段电子政务发展新趋势。建设智慧政府,基础是打造一体化政务服务平台,进一步推动政务服务流程的革命性再造,构建整体性政府。“一网通办”作为智慧政府建设的上海方案,在各个方面均取得了一定的成效,但也仍存在着一些问题,亟待解决。

With widespread and profound changes in the social economics,especially the arrival of the“Internet+”era,a new type of intelligent government has emerged.Make a general observation of the path of intelligent government construction in the United States,both starting and landing points are“customer-oriented”,which deeply embodies the people-centered concept.At the present stage,Chinese major national strategic deployment is focusing on the construction of a digital country,an Internet strong country and an intelligent society.Intelligent government is the strategic support for promoting the development of Chinese informationalized development,it has become a new trend of e-government development in the data governance stage.The foundation of building an intelligent government is to build an integrated government service platform,and then to promote the revolutionary reengineering of government service processes,so as to build a holistic government.“Government Online System”is a plan for Shanghai to build an intelligent government,it has achieved certain results in various aspects,but it also has some pressing problems.
