Proper human capital allocation is the core of achieving the integrated and coordinated development of urban and rural areas for building a modernized economy.This paper discusses the promotion of happy volunteering of knowledge-based talents in rural areas, which offers a good mechanism to bridge the current shortage of rural human resource.It is also stated that improving volunteers’ happiness is one of the key strategies of attracting knowledge-based talents to return to rural areas.
