摘要
排污许可证制度是中国环境保护的一项重要法律制度,是排污单位排放污染物的重要依据,在生态环境保护及环境管理过程中发挥着至关重要的作用。为积极应对新冠疫情常态化形势,贯彻“换位思考,主动服务、无事不扰”的工作理念,采用“互联网+”技术和多点联动的方式,组织完成了首批10家小企业排污许可远程现场核查工作。总结发现,排污许可远程现场核查具有工作时间灵活、效率高、发现问题全面、解决问题及时等优势,适用于疫情期间小型生产企业排污许可的环境管理。
Emission permit management system is an important scheme for the ecological environment department.It is an important basis for pollutant discharge and plays a vital role in the process of ecological environmental protection and environmental management.In response to the COVID-19,provincial technical support center performed remote on-site investigation on ten small business by using Internet plus combined with multi-point linkage.The method on emission permit was flexible and efficient way to find sensitive problems.Additionally,the method could solve the problem timely and comprehensively.These advantages indicated that the remote on-site investigating is suitable for emission permit in small business during epidemic.
