人民政协运行机制创新的内在机理——基于Z省政协委员会客厅制度的理论解析

The Internal Logic of the Innovation of the Mechanism on the CPPCC:A Theoretical Analysis Based on the Institution of“Reception Hall of the CPPCC Members”in Z Province

本文以Z省政协委员会客厅制度为典型案例,从微观经验和宏观理论的双重维度出发,解析人民政协运行机制创新的内在机理。在微观经验层面,以结构—机制为视角,基于Z省政协委员会客厅的制度实践,以“三线匹配”分析框架具体阐释人民政协运行机制创新;在宏观理论层面,将这一运行机制创新置于协商民主的视野下,从具体形态、理论逻辑和价值规范三个方面为人民政协践行协商民主确立了理论化的综合定位。

This article takes the institution of“Reception Hall of the CPPCC Members”in Z province as a typical case,and analyzes the internal logic of the innovation of the CPPCC operating mechanism from two dimensions of micro-experience and macro-theory.On the micro-experience level,from the perspective of“Structure-Mechanism”,based on the institutional practice of the“Reception Hall of the CPPCC Members”in Z Province,a“Three-Line Matching”analysis framework is introduced to explain the innovation of the CPPCC’s operating mechanism;on the macro-theoretic level,the operating mechanism of such innovation is examined under the perspective of Consultative Democracy to establish a theoretical comprehensive positioning for the practice of Consultative Democracy by the CPPCC in terms of specific forms,theoretical logic,and value norms.
