碳排放市场建设是构建现代化能源体系的重要组成部分。我国从初期试点城市到全国碳排放交易市场逐步完善,碳排放权市场为“双碳”目标的实现提供了新的发展机遇。目前,市场总体活跃度依然处于一个相对低迷状态,市场流动性亟待进一步的提升。该文结合国内外经验,就碳市场的建设提出从体系建设、覆盖范围和配套服务等方面推进相关工作的思路建议,通过繁荣碳排放权市场,推进“双碳”工作开展。

The construction of carbon market is an important part of modern energy industry. From the initial pilot cities to the whole country’s unified market gradually improved, the carbon market has provided new development opportunities for realizing "carbon peaking and carbon neutrality". At present, the overall market activity is still in a relatively low state, and the market liquidity needs to be further improved. Combined with domestic and foreign experience, this paper puts forward ideas and suggestions on promoting related work from the aspects of system construction, coverage and supporting services for the construction of carbon market, and promotes the development of "carbon peaking and carbon neutrality" work through the prosperity of carbon market.
