Research Report on Deeply Implementing the Strategy of Strengthening the Country with Talents in the New Era and Strengthening the Building of an International Team of Innovative Talents

近年来,随着人才强国战略的稳步推进,党管人才工作格局初步形成,管理体制机制不断得到完善和健全,人才政策创新和人才工作取得明显成效。但在贸易摩擦叠加新冠肺炎疫情的背景下,我国人才强国建设,特别是国际创新人才队伍建设面临国际人才竞争加剧、人才规划缺乏统筹和系统性、用人单位主体责任不明确、人才选拔渠道不充分、评价激励机制不够完善、国际合作交流遇到障碍等新情况、新挑战,亟需新战略、新思路、新作为。致公党中央组织开展“深入实施新时代人才强国战略,加强国际创新人才队伍建设”线上调研及专题座谈会,从统筹各类人才规划、实行分类指导,制定更开放更灵活的人才引进机制,提升自主培育高水平人才的能力,用科学的评价机制选拔人才,用好的环境留住人才,用大平台为人才提供广泛的国际交流合作机会等方面提出意见建议。

In recent years, with the steady progress of the strategy of strengthening the country with talents, the structure of personnel work under the supervision of the Party has initially taken shape, the management system and mechanism have been continuously improved and perfected, and the innovation of personnel policy and personnel work has achieved remarkable results. But in trade friction under the background of the COVID-19 outbreak, the human resource construction in our country, especially the international innovative talents team construction is facing many new situations and challenges. For example, international talent competition intensifies;talent planning lacks coordination and systematization;employers’ main responsibility is not clear;talent selection channels are not sufficient;evaluation and incentive mechanism is not perfect;international cooperation and exchange encounter obstacles, etc. New strategies, new ideas and new actions are urgently needed. The Central Committee of China Zhi Gong Party has organized online research and symposiums on "Deeply Implementing the Strategy of Strengthening the Country with Talents in the New Era and Strengthening the Building of an International Team of Innovative Talents". It puts forward many suggestions: make overall plans for all kinds of talents;implement classified guidance;develop a more open and flexible talent introduction mechanism;improve the ability to cultivate high-level talents independently;select talents with scientific evaluation mechanism;retain talents with good environment;and provide extensive international exchange and cooperation opportunities for talents with a large platform.
