国外四跨界流域生态治理政策法律的比较及其经验启示

Policies and Laws of Ecological Governance on the Four Foreign Trans-boundary Basins:a Comparative Study and the Empirical Insights

我国跨省江河流域众多,生态治理需要政策法律保障。对多瑙河流域、五大湖流域和奥兰治-森科河流域三个跨国流域以及墨累-达令流域这一国内州际流域的生态治理面临的挑战、变革的动力、政策法律制定以及实施效果,进行比较研究。分析国外四跨界流域生态治理政策法律的相同方面和差异之处,从四个方面提出健全我国河湖流域生态治理政策法律体系的建议。

There are many trans-provincial river basins within China,and ecological governance needs safeguarding from policies and laws.In this paper,the challenges,dynamics of change,formulation of policies and laws,and implementation effects of ecological governance in three transnational basins,namely the Danube Basin,the Great Lakes Basin and the Orange-Senko River Basin,as well as the Murray-Darling Basin,which is a domestic interstate basin,are compared and studied.The same aspects and differences among the policies and laws on ecological governance for the above four river basins are identified.From four aspects,suggestios are given for improving the policy and legal system on ecological governance of basins in China.
