国土空间规划的“双评价”与规划环评共同范式的构建

Construction of the Common Paradigm of"Dual Evaluations"and Planning-based Strategic Environmental Assessment in Territorial Spatial Planning

摘要 “双评价”和规划环评均是国土空间规划编制中的重要方面或内容,其中规划环评属于法定程序。二者的协同至关重要,但如何协同尚未达成共识。基于对资源、生态、环境和评价等基本概念的梳理和对“双评价”与规划环评的评价“五要素”分析,明确了“双评价”和规划环评之间具有协调性和互补性,提出了构建涵盖“价值规范—学科基质与评价模式—制度安排”的共同范式,最后提出树立生态文明理念、促进学科交流、整合评价程序和方法、加强制度建设等建议,以推动国土空间规划的科学编制和有效实施。 Dual evaluations"and planning-based strategic environmental assessment are important aspects or contents in the establishment of territorial spatial planning,among which planning-based strategic environmental assessment is also a legal procedure.The synergy of the two is essential,yet there is no consensus on how.By sorting out the basic concepts such as resource,ecology and environment and evaluation,analyzing"dual evaluations"and the"five elements"of planning-based strategic environmental assessment,this paper identifies the coordination and complementarity of"dual evaluations"and planning-based strategic environmental assessment,and puts forward to build the common paradigm covering"Value norm-Disciplinary substrate and Evaluation model-Institutional arrangement".Finally,some suggestions on establishing the concept of ecological civilization,promoting the disciplinary exchange,integrating evaluation procedures and methods,and enhancing the system construction have been proposed so as to boost the scientific formulation and effective implementation of territorial spatial planning.
