生态环境部门突发环境事件全流程应急响应机制研究——以重庆市为例

A Novel Whole-Process Emergency Response Mechanism for Environmental Emergencies in the Ecological Environment Agency:A Case Study of Chongqing

如何有效应对突发环境事件的发生是各级政府尤其是生态环境部门面临的一大挑战和经常性课题。本文在重庆市突发环境事件应急响应实践的基础上,提出了一套生态环境部门突发环境事件应急响应事件接报与调度核实、响应启动与信息初报、现场应急处置、响应终止与事件调查4个主要过程的主要任务、岗位设置、工作流程与工作要点,以期为生态环境部门突发环境事件应急响应机制的建立与完善提供参考。

Effectively dealing with environmental emergencies is a major challenge and regular topic faced by governments at all levels,especially the ecological and environmental departments.Based on the practice of emergency response to environmental emergencies in Chongqing,our study puts forward a set of main tasks,post settings,workflow and key points of four main processes of emergency response to environmental emergencies in ecological and environmental departments,including report receiving and scheduling verification,response start and initial information report,on-site emergency disposal,response termination and event investigation.In order to provide references for the establishment and improvement of emergency response mechanisms of environmental emergencies in ecological and environmental departments.
