排污许可证执行报告常见问题及对策建议——以浙江某县为例

Common Problems and Countermeasures of Implementation Report of Discharge Permit∶Taking a County in Zhejiang Province as an Example

排污单位按时填写并提交排污许可证执行报告是其按证排污的重要依据。通过对浙江某县排污许可证执行报告提交情况和填报质量的分析,发现存在一些普遍性问题:发证部门未严格落实技术规范报告周期的要求;未提交季报的情况较为普遍,且未按时提交的比例极高;报告质量不高,存在信息填报不完整、数据填报错误、排放量核算不规范等情况;填报系统管理端、企业端的提醒、统计、逻辑审核等功能待完善。针对上述问题,提出严格按规定核准执行报告周期、健全核查机制、加强执法监督、提高排污单位按证排污的意识与能力、进一步优化执行报告填报管理系统等对策建议。

It is an important basis for pollutant discharge units to fill in and submit the implementation report of discharge permit on time.Through the review of the implementation and filling content of the implementation reports of pollutant discharge permit in a county in Zhejiang Province,the existing universal problems are analyzed∶The licensing department does not implement the reporting cycle requirements according to the technical specifications;many companies fail to submit quarterly reports,and a high proportion fail to submit quarterly reports within the specified time;the quality of the implementation report is not high,with incomplete information filling,incorrect data filling,and non-standard emissions calculation;the notification,statistics,logic audit and other functions of the management end of the reporting system and the enterprise need to be improved.It is proposed to approve the implementation report cycle in strict accordance with the regulations,improve the verification mechanism,strengthen law enforcement supervision,strive to improve the awareness and ability of pollutant discharge units to discharge pollutants according to the certificate,and further optimizing the management system for filling in the implementation report.
