高质量教育体系建设:涵义、挑战与着力之处

Connotation, Challenge and Focus of Building High-quality Education System

党的二十大报告指出,加快建设高质量教育体系。从高质量教育体系建设的目标与方向、挑战与困境、策略与路径等研究证据出发,从本体、功能、政策和时代四个维度,可以发现高质量教育体系是内部协调、外部协同、人民满意、优质均衡、实现教育现代化的教育。新时期,高质量教育体系建设面临支撑、协同不足的挑战,表现为对创新驱动、社会转型、个体发展的支撑不足,学前教育、高中教育、职业教育、教师队伍建设相对薄弱。教育对国家富强、社会进步、个人发展的支撑有赖于高质量教育体系建设。其着力之处在于教育的关键环节和薄弱之处,即以学前与高中为着力点,建设衔接贯通的教育体系,建立普通教育、职业教育融通发展的体系,建立公办教育、民办教育相互协同的体系,健全优先建设教师队伍的资源保障性体系。

The report of the 20thNational Congress of the Communist Party of China points out that the construction of high-quality education system should be accelerated. Starting from the research evidence of the goal and direction, challenges and difficulties, strategies, and paths of high-quality education system construction, and from the four dimensions of ontology, function, policy and times, it can be found that high-quality education system is the education of internal coordination, external coordination, people’s satisfaction, quality balance and education modernization. In the new era, the construction of high-quality education system faces the challenge of insufficient support and coordination, which is reflected in the lack of support for innovation-driven, social transformation and individual development, and the relatively weak construction of preschool, high school, vocational education, and teacher development. The support of education for national strategy, social progress and individual development depends on the construction of high-quality education system. The focus is on key parts and weaknesses in education, which means building an education system linking preschool and senior high schools, establishing a system for integrated development of general and vocational education, establishing a system for coordination between public and private education, and improving a resource guarantee system for prioritizing the construction of teachers.
