从粮食安全看“藏粮于地”的必然逻辑与内在要求 被引量:7

The Essential Logic and Inherent Requirements of "Food Crop Production Strategy Based on Farmland Management" from the Perspective of Food Security

摘要 党的二十大报告高度重视粮食安全与耕地保护,提出“全方位夯实粮食安全根基”,这是基于粮食战略价值作出的重大判断,是全面系统准确把握我国粮食安全主动权的战略部署和政策导向。中国的耕地保护利用政策经历了从保障耕地数量为主,到“数量—质量”并重,再到“数量—质量—生态”三重保护的三个阶段,现已形成了包括基本农田保护制度、土地用途管制制度、耕地占补平衡制度等在内的最严格耕地保护制度体系。“藏粮于地”战略是中国遵循理论和立足实践主动选择的重大战略决策,内蕴着深厚的逻辑根源。当前和今后,中国的耕地保护面临数量不足、质量不高、投入不够、人地失衡等问题,需要构建“一个方针、双向发力、三位一体”的耕地保护新格局。 The report of the 20th Party Congress attaches great importance to food security and arable land protection and proposes to"reinforce the foundations for food security on all fronts",which is a strategic judgment based on the strategic value of food and a strategic deployment and policy orientation to fully and systematically seize the initiative of food security in China.China’s arable land protection and utilization policy has undergone three stages,from the protection of arable land quantity,to the equal importance of"quantity and quality",to the triple protection of"quantity,quality and ecology".China has now formed the strictest system of arable land protection,including the basic farmland protection system,the land use regulation system,and the arable land occupation and replenishment balance system.Food crop production strategy based on farmland management is a major strategic decision of China based on theory and practice,which has deep logical roots.At present and in the future,China’s arable land protection is facing problems of insufficient quantity,low quality,insufficient investment and imbalance between labor and land.It is necessary to build a new pattern of arable land protection with"one guideline,bi-directional force and three-in-one"approach.
