摘要
公益慈善数字化是公益慈善主体运用数字技术实现公益慈善目的的过程和状态,是数字时代公益慈善发展的必然趋势。目前,我国公益慈善数字化局部发展成效显著但总体发展缓慢;公众对数字化的认同度高但公益慈善组织对其建设投入少;数字化已普遍存在但不同组织间差异较大;多元主体积极推动但行业基础依旧薄弱;法律制度不断完善但内容仍有待加强;线上参与量持续攀升的同时潜在风险也频繁显现。未来需在凝聚共识的基础上共创共享,多管齐下地推动中国公益慈善数字化向纵深发展,进而促进公益慈善事业整体全面发展。
The digitalization of charity is the process and state in which charitable participant use digital technology to achieve the purpose of philanthropy,which is the inevitable trend of philanthropy development in the digital era.At present,the digitalization of charity in China is effective in some places but slow in development in general.Public recognition of charity digitalization is high but charitable organizations have invested little in its construction.Digitalization of charity is widespread but there are quite large gaps between different organizations,and though multiple entities actively promote it,the foundation of the sector is still weak.The legal system is improving but its function still needs to be strengthened.While the amount of online participation continues to rise,potential risks also emerge frequently.In the future,we need to create a common interest on the basis of consensus,and promote the digitalization of charity in China with multiple measures,so as to boost the overall development of philanthropy.
