高校应急安全文化体系建设与思考

Construction and thinking of emergency safety culture system in universities

高校发生突发事件,其危害性大、敏感性强、受社会关注程度高,不但直接影响了学校的稳定与发展,甚至会影响整个社会的和谐稳定。同时,高校承担着培养社会主义建设者和接班人的光荣使命,新时代合格的大学生本身就应该具有与大国应急管理水平相匹配的应急安全知识和能力。高校应该依托教学、科研、培训等软硬件条件,围绕校园应急安全管理体系和能力建设,积极打造以组织、制度、设施、信息、演练、宣传为核心的校园应急安全文化,以切实提高学校应急安全管理水平。

The emergencies in universities,which are enormously hazardous,highly sensitive and thus attract wide social concern,not only directly undermine the stability and development of universities,but also affect the harmony and stability of the whole society.Meanwhile,given the fact the universities shoulder the glorious mission of cultivating socialist builders and successors,qualified university students in our country in the new era are expected to possess the emergency awareness and competence in proportion to emergency management level in such a big country.In terms of the construction and improvement of emergency management system and competence on campuses,universities in our country are expected to actively create emergency culture with organization,system,facilities,information,manoeuvre and publicity as its core by relying on the advantageous software and hardware in teaching,scientific research,training,etc.,so as to steadily improve the emergency management level in universities.
