摘要
提升国家治理效能是我国国家治理现代化的重要目标。在分析国家治理效能提升的人才路径和经验的基础上,基于当前我国治理实践中存在的人才选任问题,提升国家治理效能要充分发挥选贤任能制度优势:一是选贤任能必须坚持党管人才原则,遵循公共价值的基本方向;二是在选贤任能实践中必须把握素质观、开发观、协同观和发展观,注重政治、品德素质的内在驱动和开发、协同、发展的外部驱动作用;三是通过抓好关键领域、用好领军人才、选好先进地方,以点带面、延续接力开展选贤任能工作,以多层次和全方位的选贤任能机制推动国家治理效能的总体提升。
Improving the effectiveness of national governance is an important target of China’s national governance modernization.On the basis of analyzing the select and appoint talent path and experience of improving the effectiveness of national governance,and based on the problem of selecting and appointing talent in the current governance practice in China,this paper proposes that to improve the effectiveness of national governance,we should make full use of the institutional advantage of meritocracy.First,we must uphold the principle of the Party supervising personnel and follow the basic direction of creating public value.Second,we must grasp the outlook on quality,resource exploitation,synergy and development in the process which emphasize the internal motivation of political and moral qualities and the external motivation of the exploitation,synergy and development.Third,it is necessary to promote the pioneering work of continuing relay from point to area,do a good job in key areas,make good use of leading talents,and select advanced places to carry out the meritocracy.Finally,promote the overall improvement of national governance effectiveness with a multi-level and multi-directional mechanism of meritocracy.Finally,promote the overall improvement of national governance effectiveness with a multi-level and multi-directional mechanism of meritocracy.
