摘要 海洋生态系统是地球生命支持系统的重要组成部分,对人类的作用巨大,也是人类社会和环境可持续发展的基本要素。中国是海洋大国,海洋资源丰富,管辖海域辽阔,海洋事业发展迅速,但也造成了一系列的海洋生态环境问题。新时代,在国家高度重视海洋生态文明建设的背景下,中国在进行海洋资源开发利用的过程中,越来越重视对海洋工程建设项目环境影响及海洋生态环境保护修复的研究,致力于从根本上解决原有过度、盲目、无序的海洋开发造成的海洋资源过度消耗,生态环境形势严峻等问题。文章概述了海洋工程环境影响后评价的概念,开展海洋工程环境影响后评价的目的与作用,建立了相应的评价指标体系及其应用方法和评价程序内容。 The marine ecosystem is an important part of the earth life support system. It plays a great role in human beings, and it is also the basic element of the sustainable development of human society and environment. China is a major maritime country,rich in marine resources and vast sea areas. China’s marine industry has developed rapidly, and at the same time has caused a series of marine ecological environment problems. In the new period, under the country attaches great importance to the background of marine ecological civilization construction, in the process of marine resources development and utilization, more and more attention to marine engineering construction project environmental impact and marine ecological environment protection and restoration research, is committed to fundamentally solve the original excessive, blind, disorderly marine development caused by excessive consumption of marine resources, ecological environment situation. This paper summarizes the concept of marine engineering environmental impact assessment, the purpose and function of marine engineering environmental impact assessment, establishes the corresponding evaluation index system, its application methods and evaluation procedures.
