深圳市新冠肺炎疫情防控经验与启示

The experience and enlightenment of COVID-19 prevention and control in Shenzhen

采用文献检索、官方网站搜索以及个人深入访谈法,分析深圳市新冠疫情的防控经验。深圳市在新冠肺炎疫情全链条防控中的关键做法有:政府领导建立多部门合作应急指挥体系、及时出台疫情防控指导意见及实施方案、建立疫情信息发布机制、创新建立圈层图表法、筑牢基层疫情防控网。基于深圳市的经验,从工作指挥体系、具体防控细则、信息发布机制、标准及管理措施、基础防控、科技防控6个方面进行深入分析并提出相应的建议,以期提升我国突发公共卫生事件应急能力。

The literature search, official website and personal in-depth interview methods were used to analyze the prevention and control experience of COVID-19 epidemic. The key measures in the whole-chain prevention and control of COVID-19 epidemic in Shenzhen were as follow: government leaded to establish a multi-departmental cooperation emergency command system, issued timely epidemic prevention and control guidelines and implementation plans, established a mechanism for releasing epidemic information, innovatively established the circle chart method, and established a grassroots epidemic prevention and control network. Based on the experience of Shenzhen, in order to improve China’s ability to respond to public health emergencies, this paper conducts in-depth analysis and puts forward corresponding suggestions from six aspects, including the work command system, specific and detailed prevention and control rules, information release mechanism, standards and management measures, basic prevention and control, and scientific and technological prevention and control.
