全国各省级区域在线医疗平台功能现状研究

Research on current situation of the function of online medical platform in all provincial regions of China

[目的]了解全国各省级区域在线医疗平台的功能现状,为优化整合型医疗平台建设、提升健康服务效能提供参考。[方法]通过搜索引擎检索(百度、微信“搜一搜”)、浏览各省卫生健康委官方网站等方式获取各省卫生健康委建立的平台信息,并对平台功能进行测试、分析。[结果]32个测试平台均能提供“预约诊疗”服务,部分平台还能提供线上问诊(15个,46.9%)、在线支付(26个,81.3%)、报告查询(25个,78.1%)和住院服务(17个,53.1%)等诊疗相关服务。部分平台融合了疫情防控(28个,87.5%)、孕产保健(13个,40.6%)、疫苗接种(9个,28.1%)等公共卫生服务,24个(75%)平台将“居民电子健康卡”作为注册或认证标识。仅有14个(43.8%)平台提供操作说明或在线咨询服务,仅有2个(6.3%)平台可以设置为“长辈模式”。[结论]省域在线医疗平台的这类服务相关功能多集中在诊前环节,应结合居民实际健康需求,扩展区域在线医疗平台服务内容,并推进区域医疗平台与医院自建平台、重点政务平台的信息互通与业务协同,提供便捷、全流程、全人群、全生命周期的一体化健康服务。

Objective To know current situation of the function of online medical platform in all provincial regions of China, so as to provide reference for optimizing the construction of integrated medical platform and improving the efficiency of health service. Methods Through the search engine(Baidu and Wechat Search), visited the official website of provincial health commission to obtain the platform information established by provincial health commission, tested and analyzed the function of the platform. Results Each of the 32 tested platform could provided “appointment diagnosis and treatment” service, some of them could provided online consultation(n=15,46.9%),online payment(n=26,81.3%),medical report inquire(n=25,78.1%)and inpatient services(n=17,53.1%) and other relevant medical services. Some platforms integrated the information of COVID-19 control and treatment(n=28,87.5%),maternal health care(n=13,40.6%),vaccination service(n=9,28.1%)and other public services.24 platforms(75%)used the “resident e-health card” as a registration or certification identifier. Only 14 43.8% of the platforms provided operation instructions or online consultation services, only 2(6.3%)platforms could be set to “elder mode”. Conclusions The functions related to such services in provincial online medical platforms are mainly concentrated in the pre-diagnosis link. It needs to combine with the actual health demands of residents, expand service content of regional online medical platform, promote information exchange and service collaboration between regional online medical platforms, hospital-built platforms and key government affairs platform, so as to provide convenient, whole-process, whole-population and whole-life integrated health services.
