脱贫地区产业振兴村民自治的有效推进路径研究——基于A村的个案考察

A Study on the Effective Way of the Industrial Revitalization Villagers’Autonomy in the Poverty Alleviation Areas:A Case Study of A Village

脱贫地区巩固拓展脱贫攻坚成果、推进产业振兴以及实现共同富裕等方面的工作相辅相成、互为一体,不能完全依靠农村和农业之外的力量,应该构建让村民主导的产业共同体,走一条以村民产业自治为主要驱动力的乡村内生发展之路。以位于罗霄山脉脱贫地区A村的村民产业自治为典型个案,对其自治实践场景进行全面考察和深入研究。结果表明,成立有效的产业自治组织、构建相应的产业自治机制是实现A村产业自治模式充分有效的关键,但在实际运行中该模式还存在产业自治内生性不足、产业自治专业化不够、产业自治支撑力不强以及产业自治数字化水平不高等方面的问题。应从自治主体、自治手段、自治目的和自治保障等“四位一体”联动视角优化村民产业自治路径,推进脱贫地区乡村全面振兴。

Consolidating the achievements of poverty alleviation,promoting industrial revitalization and realizing prosperity for all in the poverty alleviation areas should be complementary to each other,and that cannot completely relies on forces outside the countryside and agriculture,building an industrial development community led by villagers’industrial autonomy for carrying out a rural endogenous development.Taking the case in A Village lifted out of poverty in the Lohsiao Mountain range,the villagers’industrial autonomy mode of that is studied.The results show that the industrial autonomy organizations and the appropriate mechanisms are the key to realizing the effective industrial autonomy model,but there is actually still not perfect in the endogeneity,specialization,supporting power and digitization of industrial autonomy.The path and pattern should be perfected from the“foursystem-in-one”perspective of the subjects,means,goals and guarantees of villagers’industrial autonomy,to promote the comprehensive revitalization of the rural areas that are no longer in poverty.
