Construction and Application of Real Estate Registration Information Platform of Jiangxi Province

为了解决江西省级不动产登记工作面临的数据无法集成管理、信息无法互通共享和业务无法监测监管的难题,提出了省级平台总体框架设计、数据体系、业务系统和运行模式的建设方案,基于会话粘连、Web API、HDFS和云计算等技术,建成集统一接入系统、数据库管理系统、综合展示系统、监测预警系统、大数据分析系统、查询共享系统等一体的平台成果,实现了对全省不动产登记数据集成管理、信息查询共享和动态监测监管等功能。该平台已成为监管不动产登记业务的重要抓手,应用于压缩不动产登记办理时限,促进不动产登记效率大幅度提升和营商环境登记财产指标不断优化,有力保障了不动产统一登记制度在江西全面实施落地。

In order to solve the three major problems of real estate registration in Jiangxi province,which are data cannot be integrated for management,difficulty in information sharing and business monitoring and supervision limitation,this paper puts forward the overall framework design,data system and business system construction scheme of the basic platform of real estate registration information management in Jiangxi province,and adopts key technologies such as session-based cohesion,Web API,HDFS system and cloud computing.Form provincial real estate registration database and unified access system,database management system,comprehensive display system,monitoring and early warning system,large data analysis system,query and sharing system equal to one platform result,realize the functions of real estate registration data integration management,information query and sharing,dynamic monitoring and supervision.The platform has become an important starting point for supervising the real estate registration information of the whole province.It is applied to reduce the processing time limit of real estate registration business and optimize business environment registration property indicators,promote the continuous improvement of real estate registration efficiency,and effectively ensure the full implementation of the unified real estate registration system in Jiangxi province.
