Problems and Countermeasure of Comprehensive Reform of Agricultural Water Pricing in Zhaikou Irrigation District

针对窄口灌区农业水价综合改革存在的问题,灵宝市窄口水务管理局积极谋划改革思路,有效探索实践路径,充分结合灌区续建配套与现代化改造工程建设,实施“运行成本水价、分类水价、超定额累进式加价、精准补贴、用水户协会管理、产权制度改革、农业水权分配”等政策,补齐计量设施短板,完善灌区农田灌溉体系,灌区水资源集约节约利用明显提升。

In view of the problems existing in the comprehensive reform of agricultural water pricing in Zhaikou irrigation district, Lingbao Zhaikou Water Administration Bureau has been actively initiating reform plans, effectively exploring practical paths and fully combining with the construction of sequent supporting facilities and modernization projects in the irrigation district. Policies such as water pricing at operating cost, graded water pricing, over-quota progressive pricing, precise subsidizing, management of water user association, system of project property, allocation of agricultural water rights have been formulated to make up for the shortcomings of metering facilities, advance the farmland irrigation system in irrigation areas, and significantly improve the intensive and economical utilization of water resources in irrigation areas.
