广东省工业用地供给侧结构性改革策略探讨

Discussion on the Supply-side Structural Reform Strategy of Industrial Land in Guangdong Province

近年来,新产业、新业态发展趋势对土地要素保障提出新的要求,现行的土地供给体系已无法高效满足高质量发展背景下产业发展的需求,因此工业用地供给侧结构性改革的探索十分必要。本研究以广东省工业用地供应现状为基础,通过调研与分析发现,该地区工业用地供给侧存在土地供给方式单一、市场配置失效等问题,对此提出制度研究及完善对策:(1)优化出让方式及供给策略,因地制宜采取弹性出让、分段出让、租让结合等多种出让方式相结合;(2)高效配置新增,精准调节土地投向,探索“标准地”“带项目”“带方案”供应土地;(3)鼓励中小微工业企业集聚发展,优化重大产业项目用地布局,促进优质资源要素集中集聚。

In recent years,the development trend of new industries and new business type has put forward new re‐quirements for the guarantee of land elements.However,the system of current land supply has been unable to effectively meet the demand for industrial development under the background of high-quality development.Therefore,it is very neces‐sary to explore the supply-side structural reform of industrial land.This study was based on the current situation of indus‐trial land supply in Guangdong province,according to the research and analysis,there were some problems in the industrial land supply side of this region,such as single land supply mode and ineffective market allocation,this paper put forward the system research and improvement countermeasures:(1)optimized the transfer method and supply strategy,and adopt flexible transfer,sectional transfer,combination of lease and concession and other transfer methods according to local con‐ditions.(2)disposed additional industrial land efficiently,precise adjustment of land investment,and exploration of"stan‐dard land","project"and"plan"for land supply.(3)encouraged small,medium-sized and micro industrial enterprises to de‐velop in clusters,optimized the layout of land for major industrial projects,and promoted the concentration of high-quality resource elements.
