开发区国土空间规划监测评估指标体系构建研究——以广西良庆经济开发区为例

Research on the Construction of Monitoring and Evaluation Index System of Land and Space Planning of Development Zones--A Case Study of Liangqing Economic Development Zone,Guangxi

开发区是区域产业集中发展的空间载体,开发区国土空间规划落地实施中的矛盾与冲突集中体现在土地和产业上,现有的城市体检评估指标体系不能完全适用于开发区。因此,有必要构建开发区国土空间规划监测评估指标体系,科学评估开发区国土空间规划实施情况,及时调整规划偏差和不足,推动开发区高质量发展。本研究以广西良庆经济开发区为例,探讨全过程、多维度的国土空间规划监测评估指标体系。研究结果:提出“规划前现状评估+规划实施过程评估+规划结果评估”全过程评估,包含上位规划管控指标评估、开发区发展定位评估、国土空间布局变化监测、资源要素利用效率评估和空间规划目标偏离评估等五项内容的开发区国土空间规划监测评估指标体系。

The development zones are the spatial carrier of concentrated development of regional industry.The contra‐dictions and conflicts in the implementation of the territorial spatial planning of the development zone are mainly embod‐ied in the land and industry.The existing city physical examination evaluation index system can not be fully applied to the development zone.Therefore,it is necessary to establish the monitoring and evaluation index system of the territorial space planning in development zones to scientifically evaluate the implementation of the territorial space planning in develop‐ment zones and timely adjust the deviation and deficiency of the planning,so as to promote the high-quality development of the development zone.This study takes the Guangxi Liang Qing Economic Development Zone as an example to explore the whole process and multi-dimensional monitoring and evaluation index system of Territorial Spatial Planning.Research results are as follows:putting forward the whole process assessment of"pre-planning status assessment plus planning implementation process assessment plus planning results assessment"and the monitoring and evaluation index system of land and space planning of the development zone including the evaluation of upper planning and control index,the evalua‐tion of development orientation,the monitoring of land and space distribution change,the evaluation of resource factor utilization efficiency and the evaluation of deviation of space planning target.
