On the High Quality Development of the Social Credit System

我国社会信用体系已进入高质量发展新阶段,但对为什么要高质量发展、什么是高质量发展以及怎样高质量发展等问题,理论界并未深入研究。高质量发展是社会信用体系适应新发展阶段的现实要求,是社会信用体系优化发展的必然趋势,是高效率、高标准推动社会信用体系建设的目标选择;高质量发展是社会信用体系高效服务于当代我国现代化的发展,是充分体现以人民为中心发展思想的发展,是规范、科学、协同的发展;加强理论供给、完善体系架构、优化功能输出是高质量发展的基本路径。

China’s social credit system is already in a state of high quality development. Still, there lack in-depth theoretical researches concerning the reasons, connotations and routes of a high quality development. This paper holds that, a high quality development is a realistic requirement that the social credit system adjusts itself to this new development stage, an inevitable trend to optimize the social credit system development, and the goal choice to push forward the social credit system construction with high efficiencies and standards. A high quality development is also one such that the social credit system serves current Chinese modernization, that it is guided by human-centered development principles featured by normalization, science and coordination. It should follow the basic routes through enforced theoretical supports, system framework improvements, and optimized function outputs.
