基于SAHP模型的“县管校聘”评估团队效益分配

The Benefit Distribution of the Employment Team of County Management School Based on SAHP Model

以基础教育优质均衡、发展为重点,坚持政府主导、统筹管理、内涵发展、督导保障相结合,建立基于SAHP模型的“县管校聘”评估团队效益分配模型,完善效益分配机制。以利益相关者为切入点,综合考虑中小学教职工编制数、教师招聘测算、编外使用教师测算与中小学岗位管理制度、中小学教职工待遇和流动机制等影响因素,将所建立的效益分配模型应用到实际算例中,验证了模型的科学性和有效性。对比传统方法,研究结果显示,效益分配机制有利于体现各因素对效益分配方案的影响及各参与方在“县管校聘”政策实施中的重要程度。SAHP模型无论从指标影响还是从参与方,都能使效益分配方案更优,资源配置更均衡。

This article focuses on high-quality,balanced and development of basic education,and insists on the combination of government leadership,overall management,connotation development,and supervision and guarantee.Established a benefit distribution model based on the SAHP model of“employment by county management school”to improve the benefit distribution mechanism,secondly,take stakeholders as the starting point,and comprehensively consider factors such as the number of primary and secondary school faculty and staff,the calculation of teacher recruitment,the calculation of non-staff teachers,the post management system of primary and secondary schools,the remuneration of primary and secondary school teachers and the flow mechanism,etc.The established benefit distribution model is applied to actual calculation examples,which verifies the scientificity and effectiveness of the model.Finally,compared with traditional methods,the results show that the benefit distribution mechanism is conducive to reflecting the influence of various factors on the benefit distribution plan and the importance of each participant in the implementation of the county management school employment policy;the SAHP model is not affected by the indicators or from the participants.It can make the benefit distribution plan better and the resource allocation more balanced.
