构建安全风险分级管控和隐患排查治理双重预防机制是所有企业的法定责任,已被写入《安全生产法》。溪洛渡水力发电厂在2018年开始逐步建设双重预防机制,建立双重预防机制管理制度,全面开展危险源辨识和风险评价并形成危险源和风险分级清单,实现风险分层、分级管理,动态开展风险辨识,坚持每日隐患排查,注重实施效果的检查考核和反馈,不断提升源头防范化解重大风险的能力。

It is the legal responsibility of all enterprises to construct the dual prevention mechanism of graded safety risk control and hidden danger investigation and treatment. It has been written into the Safety Production Law. Xiluodu Hydropower Plant started to gradually build a dual prevention mechanism and establish a dual prevention mechanism management system in 2018. Risk hierarchy and graded management is realized by comprehensively carrying out hazard source identification and risk assessment and forming hazard source and risk graded list. At the same time, Xiluodu Hydropower Plant carries out risk identification dynamically, insists on daily potential hazard investigation, pays attention to inspection, assessment and feedback of implementation effect, and continuously improves the ability of source prevention and resolution of major risks.
