社会工作视角:城市社区“微治理”顶层设计思路研究

The Perspective of Social Work:A Study on the Top-level Design Ideas of“Micro-Governance”in Urban Communities

社区居民多元且动态的个体需求,引导社区治理日益趋向精细化,催生了“微治理”模式。社区“微治理”实践探索过程中,其优势、成效显现的同时也遭遇到了挑战,影响着“微治理”的发展走向。如何破解问题走出困境,成为基层治理研究的新问题。文章从我国城市社区“微治理”的产生、发展入手,分析“微治理”经过验证的优势与遭遇的困境,在剖析“微治理”模式结构的基础上,提出了以社会工作视角发展社区“微治理”的顶层设计思路,旨在建构符合中国基层治理实际的“微治理”发展路径。

The diverse and dynamic individual needs of community residents have led to the increasing refinement of community governance,giving birth to the“micro-governance”model.In the process of exploring the practice of“micro-governance”in the community,its advantages and results have also encountered challenges,affecting the development trend of“micro-governance”.How to solve the problem and get out of the predicament has become a new problem in the study of grass-roots governance.Starting from the emergence and development of"micro-governance"in Urban Communities in China,this paper analyzes the verified advantages and dilemmas of“micro-governance”,and on the basis of analyzing the structure of the“micro-governance”model,puts forward the top-level design idea of developing community“micro-governance”from the perspective of social work,aiming to build a“microgovernance”development path that conforms to the actual situation of grass-roots governance in China.
