健康中国战略下西部农村公共卫生服务优化路径研究——基于青海省的调研

Study on the Optimization Path of Public Health Service in Western Rural Areas under the Healthy China Strategy——Based on the Investigation in Qinghai Province

习近平总书记在十九大报告中提出健康中国的发展战略以来,人民健康越来越成为国家昌盛和民族富强的重要标志。“十四五”规划继续将全面推进健康中国建设作为经济社会发展和改革开放的重点任务。文章参考健康中国战略的工作目标及工作要求,结合深入青海省玉树藏族自治州的乡村展开实地调研的情况,研究西部农村地区公共卫生服务的优化路径。通过分析发现,西部农村地区的公共卫生服务主要在财政投入、资源分配、提供主体、公共卫生工作人员的素质以及农村人口的健康意识上存在较大的问题。研究得出结论:通过政策倾斜、加大财政投入、增加提供公共卫生服务的参与主体、提升法治保障的方式可以有效地提高西部农村地区提供公共卫生服务的质量和效率。

Since General Secretary Xi Jinping put forward the development strategy of healthy China in the report of the 19th National Congress,people’s health has increasingly become an important symbol of national prosperity and national prosperity.The 14th five year plan continues to take comprehensively promoting the construction of a healthy China as the key task of economic and social development,reform and opening up.Referring to the work objectives and requirements of the healthy China strategy,combined with the harvest of field investigation in the villages of Yushu Tibetan Autonomous Prefecture,Qinghai Province,this paper studies the optimization path of public health services in western rural areas.Through the analysis,it is found that there are major problems in rural public health services in Western China,such as financial investment,resource allocation,providers,the quality of public health workers and the health consciousness of rural population.The study concludes that the quality and efficiency of public health services in rural areas of Western China can be effectively improved through policy preference,increasing financial investment,changing the way of providing public health services and improving the guarantee of the rule of law.
