“五社联动”构建城市困境未成年人保护新机制

“Five Social Associations”to Construct a New Mechanism for the Protection of Urban Disadvantaged Minors

困境未成年人保护工作是民政救助工作的重要部分,当前城市社区困境未成年人保护存在社区专业能力匮乏,各方协同有待提升,效能不高,动力不足等问题。“五社联动”作为国家创新社会治理背景下的治理构型,发挥其在城市困境未成年人保护工作中的治理效能,在学理性、宏观政策、现实层面是切实可行的。在此基础上,通过对社工、社区、社会组织、社会志愿者及社会慈善资源等主体之间的互动及协作进行分析,提出“五社联动”视域下城市困境未成年人保护的行动策略,通过“未保”项目的实施,进一步论证“五社联动”机制的可行性与可操作性,为社区困境未成年人保护提供新思路。

The Protection of urban minors in distress is an important part of the civil affairs relief work. At present, the protection of urban minors in distress has some problems, such as lack of community professional ability, lack of coordination, low efficiency and lack of motivation. As a governance structure under the background of National Innovative Social Governance, the “Five-society linkage”plays an effective role in the protection of urban minors in difficulty. On this basis, through the analysis of the interaction and cooperation among social workers, communities, social organizations, social volunteers and social charity resources, this paper puts forward the action strategies for the protection of urban minors in distress in the context of the five Social Associations Association,through the implementation of the uninsured project, the paper further demonstrates the feasibility and Operability of the “Five-society linkage”mechanism, and provides a new idea for the protection of minors in distress in urban communities.
