探讨国家建设高质量教育体系的逻辑,有助于提升建设国家高质量教育体系的理论自觉和实践水平。国家建设高质量教育体系的逻辑体现在思想引领、政策推进和效能实施三个层面。首先是以习近平总书记关于教育的重要论述,特别是在全国教育大会上的重要讲话为思想引领;其次是以党的十八大以来党中央、国务院颁布的前后两个时期的教育政策加以推进,前期教育政策主要是围绕高质量教育改革推动,后期教育政策主要是围绕高质量教育体系建设推行;最后是以教育改革效能加以实施。

Research on the logic of national construction of high-quality educational system will help improve the theoretical awareness and practical level of building national high-quality educational system. The logic of national construction of high-quality educational system is reflected in three levels:ideological guidance, policy promotion and efficiency implementation. First of all, it is guided by General Secretary Xi Jinping’s important exposition on education, especially with the General Secretary’s important speech at the national education conference. Secondly, it is promoted by the educational policies issued by the CPC Central Committee and the State Council since the 18th National Congress of CPC. The early educational policies are mainly promoted around the reform of high-quality education, and later mainly promoted around the construction of high-quality educational system. Lastly, it is implemented with the effectiveness of educational reform.
