摘要
随着网络空间重要性不断上升与网络空间博弈态势加剧,德国努力提升自身在网络空间的行动能力和治理影响力。德国坚持现有国际法普遍适用于网络空间,主张多利益攸关方的互联网治理模式,重视对公民个人数据的保护,并大力提倡数字主权。在实践中,德国注重加强自身网络能力建设,引领数字经济规则与标准制定,扩大网络空间伙伴关系,积极参与网络空间国际规则制定。德国积极参与网络空间国际治理既是其推进国内数字化进程和维护网络空间安全的需要,也是其提升国际影响力和助推欧盟实现战略自主的必然要求。尽管中国和德国在网络空间国际治理观念与主张上存有差异,但是,双方在推动全球治理体系变革、促进数字经济发展、缩小国际数字鸿沟以及加强互信平台建设等方面具备合作潜力。
With the rising importance of cyberspace and the intensification of cyberspace gaming,Germany has been striving to extend its operational capacity and influence on governance in cyberspace.Germany insists on the universal applicability of existing international law to cyberspace,advocates a multi-stakeholder model of Internet governance,attaches importance to the protection of citizens’personal data,and strongly advocates digital sovereignty.In practice,Germany focuses on strengthening its own cyber capacity building,leading the development of rules and standards for the digital economy,expanding partnerships in cyberspace,and actively participating in international rule-making in cyberspace.Germany’s active participation in the international governance in cyberspace is not only necessary to promote its domestic digitalization process and maintain cyberspace security,but also an essential requirement to enhance its international influence and help the EU achieve strategic autonomy.Despite the differences between China and Germany in terms of concepts and ideas on international governance in cyberspace,the two sides have the potential to cooperate in promoting changes in the global governance system and the development of the digital economy,narrowing the international digital divide,and strengthening the construction of a platform of mutual trust.
