南方发达城市饮用水源地规范化建设评估研究 被引量:1

摘要 为创新饮用水源地管理模式,深化饮用水源地规范化建设评估技术方法,利用层次分析法,通过构建包含16个评价指标的指标体系,从水质状况、一级保护区管理、面源污染整治、预警预报、风险防控、应急管理以及管理措施等方面综合评估深圳市饮用水源地规范化建设进展,并以深圳市13座典型饮用水源地为评估对象,量化评估2019年至2021年间各饮用水源地规范化建设成效。结果表明,深圳市13座典型饮用水源地规范化建设情况逐年向好,在水质状况、监测预警、风险防控和应急能力等方面仍存在不足,石岩水库和西丽水库应重点关注入库河流水质问题。 On the basis of Analytic Hierarchy Process,this study built an assessment framework containing 16 indexes to innovate the management mode and deepen the existing assessment methods for standardization construction of drinking water sources.The framework was then applied to evaluate the water quality,the first-grade water conservation area,non-point source pollution control,warning and forecasting,risk prevention and control,emergency response,and management measures,leading to a comprehensive assessment of the standardized construction progress of drinking water sources in Shenzhen.According to the evaluation results of 13 typical drinking water sources in Shenzhen from 2019 to 2021,the standardized construction of drinking water sources meliorated year by year.However,there still exist shortcomings in water quality,warning and forecasting,risk prevention and control,and emergency response.Specifically,the water qualities of the inflowing rivers of ShiYan reservoir and XiLi reservoir need significant attention.Therefore,the assessment framework will provide supporting data and technological means to promote the standardized construction and management of drinking water sources in Shenzhen.
