摘要
以金县西点污水处理厂流域合流制溢流控制为例,介绍了华盛顿州环保局在排放许可管理体系下,过程管理、结果考核、系统研究相结合,对金县开展管网系统、CSO处理厂、污水处理厂系统化运行维护、动态监测、排放达标的全过程进行监管的做法。着重介绍了合流制溢流控制相关的监测、报告与记录、处理厂处理能力保持、合流制溢流与西点污水处理厂雨季运行等内容。
As the second part of introduction to King county combined sewer overflow, it introduces the State of Washington Department of Ecology’s combination of process management, result assessment and systematic research under the National Pollution Discharge Elimination System. The practice of supervising the whole process of systematic operation and maintenance, dynamic monitoring, and discharge compliance of collection systems, CSO treatment plants, and wastewater treatment plants. This paper focuses on the combined sewer overflow control related t monioring, reporting and recording, maintenance the capacity of the treatment plant, CSOs and the wet weather operation of the West Point WWTP.
