重庆市地方政府专项债券:问题及对策

A Study on the Problems of Special Bonds Issued by the Local Government of Chongqing and Relevant Solutions

2015年新预算法出台以来,重庆市地方政府专项债券发行规模不断攀升,降低了债务风险,推动了经济社会发展。但重庆市地方政府专项债券的发行与管理并不完善,在发行效应、项目储备、债券品种等方面存在一些问题。提出重庆市应发挥好专项债券对民间投资的带动效应,加强专项债券项目储备建设,同时要深入推进债券新品种开发,进一步完善地方政府专项债券的发行与管理。

Since the promulgation of the new budget law in 2015,special bonds issued by the local government of Chongqing have been on the rise,which has effectively reduced debt risks and strongly promoted economic and social development.However,the issuance and management of the bonds are not perfect,and there are some problems in the aspects of the effects of issuance,project reserves and varieties of bonds.This paper proposes that Chongqing should give full play to the driving effect of special bonds on private investments,strengthen the reserve construction of special bond projects,further promote the development of new types of bonds,and further improve the issuance and management of special bonds of the local government.
