Exploration Based on the Modernization of the Safety Management and Control in the Whole Process of the Operation of a Power Plant

提出电厂生产现场实施现代化安全管控的做法是基于现场作业全过程的管控,以生产现场作业流程为主线,抓住现场作业全过程管控的重点环节,运用隐患排查与反违章系统、移动终端、微信群等现代化科技手段,进行风险辨识、警示、统计、分析,在风险与违章之间建立起高度映射关系,实现违章趋势预判预控,对违章心理进行干预和疏导,将无票工作等违章行为视为事故,实施作业现场安全监督“陪查”机制,确保生产现场作业风险可控、能控、在控,从而达到强化电厂本质安全的管理目标。

This paper states that the practice of implementing modern safety management and control on the production site of the power plant is based on the management and control of the whole process of the field operation.Taking the operation process of the production site as the main line,key links of the whole process management and control of the field operation can be grasped.Modern scientific and technological means such as the hidden danger screening and anti-violation system,mobile terminals and WeChat groups can be used to implement risk identifications,warnings,statistics and analyses,establish a high mapping relationship between risks and violations,realize pre-judgments and pre-control of violation trends,and intervene and counsel the violation psychology.Such violation behaviors as working without the ticket should be regarded as accidents,and the“accompanying inspection”mechanism of safety supervision on the operation site should be implemented,to ensure that the operating risks on the production site are controlled,controllable and under control to achieve the goal of management of strengthening the intrinsic safety of the power plant.
