数字服务贸易监管异质性对双边价值链关联的影响——基于数字服务行业的实证研究

The Impact of Regulatory Heterogeneity of Digital Service Trade on Bilateral Value Chain Linkages——Empirical Research Based on the Digital Service Industry

本文利用2014—2020年40个国家的数据,重点考察国家间数字服务贸易监管措施的差异对数字服务行业双边价值链关联的影响及其作用机制,研究结果表明:数字服务贸易监管异质性通过增加服务贸易成本和降低服务技术含量抑制数字服务行业双边价值链关联;根据数字服务内涵将其划分为数字化交付服务、数字赋权基础服务和数据要素驱动服务三类,实证结果显示数字服务贸易监管异质性对数字化交付服务的抑制作用更强;区分国家样本发现,监管异质性的抑制作用在南—北国家和北—北国家表现更强,在南—南国家影响较小;国家间制度距离越近,监管异质性对价值链关联的负向影响越弱。最后,本文从数字贸易谈判、数字基础设施建设以及制度创新等方面提出通过减少数字服务贸易监管异质性促进价值链关联的政策建议。

Based on the data of 40 countries from 2014 to 2020, this paper examines the impact of regulatory heterogeneity of digital service trade between two countries on bilateral value chain linkages of the digital service industry and its mechanism of action. The results indicate that regulatory heterogeneity of digital service trade inhibits bilateral value chain linkages of the digital service industry by raising the cost of service trade and reducing the technical content of services. According to the connotation of digital services, we divide them into three types: digital delivery services, basic services of digital empowerment and data element-driven services. The results show that regulatory heterogeneity of digital service trade has a stronger inhibitory effect on digital delivery services. We distinguish country samples and find that the inhibitory effect of regulatory heterogeneity is stronger in South-North and North-North countries than in South-South countries. The closer the institutional distance between two countries, the weaker the negative impact of regulatory heterogeneity on value chain linkages. From the aspects of digital trade negotiation, digital infrastructure construction and institutional innovation, this paper puts forward policy suggestions to promote value chain linkages by reducing regulatory heterogeneity of digital service trade.
