摘要
文章以淮河生态经济带安徽段为研究对象,利用2011-2018年相关数据,利用熵权法确定评价指标权重,结合正态云模型对研究区的科技创新能力进行动态评价。结果表明:2011-2018年淮河经济带安徽段整体的科技创新能力有所发展,但是水平较低,未来发展仍有较大发展空间;安徽段八个城市的科技创新能力发展水平较低且区域差异较大,其中蚌埠和淮南发展速度较快,六安、亳州、宿州以及滁州的水平居中,阜阳、淮北发展较为滞后;科技固定投资占比、R&D人员当时全量、R&D经费总计、专利申请数量等指标发展迅速,需要更加关注教育支出占比、万人发明专利拥有量、招生数等指标的制约作用。
This paper takes Anhui section of the Huaihe Economic Belt as the research object,uses the entropy weight method to determine the evaluation index weights with the relevant data of 2011-2018,and uses the normal cloud model to dynamically evaluate the scientific and technological innovation capabilities of the study area.The results show that the overall technological innovation capability of the Anhui section of the Huaihe Economic Belt from 2011 to 2018 has been improved,but it is still at a low level,and there is still much room for development;The eight cities of Anhui have a low level of development and large regional differences of technological innovation capabilities,Bengbu and Huainan developing faster,Lu'an,Bozhou Suzhou and Chuzhou being at the middle level,while Fuyang and Huaibei being lagging behind;Indicators such as the proportion of fixed investment in science and technology,the total amount of R&D personnel at the time,the total amount of R&D expenditure,and the number of patent applications have developed rapidly.More attention needs to be paid to the restrictive effects of the proportion of education expenditure,the number of invention patents owned by 10,000 people,and the number of enrollment.
