摘要
高等教育问责是推动高等教育高质量发展的长效机制和保障体系。鉴于美国高等教育问责“为质量而问责”的特征,本文从内涵要素的角度对比中美高等教育质量问责的内容并加以分析,发现我国的高等教育质量问责体系存在着问责主体单一化、问责内容片面化、问责途径不规范等问题。为此,需要我们以多元化问责主体推动问责形成合力、以明确问责内容完善问责法律体系、以标准化问责途径确保问责广泛参与、以问责结果奖惩化保障问责长效运行等问责措施推进我国高等教育高质量发展。
Accountability in higher education is a long-term mechanism and guarantee system to promote highquality development of higher education.In view of the characteristics of accountability for quality in higher education in the United States,we compare the content of accountability for quality in higher education in China and the United States from the perspective of connotation elements and analyze them,and find that the accountability system for quality in higher education in China has the problems of single accountability subject,one-sided accountability content and irregular accountability channels.For this reason,we need to create a pluralistic accountability body,promote accountability to form a synergy,form a clear accountability content,improve the accountability legal system,provide the standardised accountability channel,ensure wide participation in accountability and implement accountability results reward and punishment,and guarantee the long-term operation of accountability.
